Compare a small date range with the same cabin and checked luggage. If another Basque or northern Spanish airport appears cheaper, add the real bus, rail or car route to Bilbao. Only keep it when frequency and arrival hour support the short break.
Separate a protected connection from a self-transfer. For a compact city stay, losing half a day to an airport change can cost more than the ticket saves.

Use outdoor Bilbao to avoid buying a rushed collection of tickets
The Guggenheim exterior, river and public artworks—including Jeff Koons’s Puppy—already create a strong walk. Go inside when the current exhibition matters. The Fine Arts Museum offers a different collection; Santiago Cathedral, San Antón and religious art belong to the older-city thread.
Check combined offers only after selecting the institutions. A pass is not cheap when half its inclusions remain unused. Free time in Casco Viejo and along the Nervión can make a shorter paid list more rewarding.
Sleep where the plan is
A slightly higher room rate can remove repeated transport
Abando and the Ensanche connect well to the river and transport; Casco Viejo puts evening streets close but changes airport-bus convenience for some properties. Price breakfast, late arrival and cancellation conditions rather than trusting a ‘cheap accommodation’ label.
For a coast day, keep the hotel near the relevant metro, bus or rail departure. The cheapest outer room may create two extra urban transfers.
