The low fare ends in Tallinn; the nature budget begins beyond it
Estonia’s Piusa sand caves and bats, Tallinn Botanic Garden, Panga Cliff, Lahemaa National Park, hiking and wildlife offer far more than a generic capital break. They also lie in different regions, so the cheapest successful trip is built from transport and overnight geography as well as the TLL fare.
Use Tallinn Airport (TLL) as the flight benchmark, then decide whether the holiday remains in the capital, adds a Lahemaa day, travels south-east to Piusa or crosses to Saaremaa for Panga. A single cheap fare cannot make all four economical in a short stay.

Choose the trip before the deal
A Tallinn weekend and an Estonia nature circuit need different fare dates
For Tallinn alone, flexible flight dates and public transport can keep the total controlled. A Lahemaa visit needs a weather-ready day and a credible bus, tour or car. Piusa and Saaremaa should be part of longer regional itineraries, not added because they appeared in the old text.
Move dates only after checking seasonal access and accommodation. A lower winter fare may coincide with reduced outdoor hours; a summer fare may cost more but create far more usable daylight.
Car cost
Hire a vehicle for the rural days, not automatically for Tallinn
Parking and city driving add little to a compact capital stay. If the route includes remote trails or several countryside stops, compare a short car hire with keeping it for the whole trip. Add insurance excess, fuel, ferry charges and winter equipment where relevant.
For Saaremaa, include the island movement and avoid a return timed too tightly before the flight. For Piusa, verify visitor-centre access rather than treating former mine tunnels as an unrestricted attraction.
Keep the source honest
Bats, cliffs and botanical collections each have their own access rules
Piusa’s bats use the cave system seasonally and protected access matters. Panga is a coastal cliff on Saaremaa, not a mountain beside Tallinn. The Botanic Garden sits within the capital area and is the easiest of the three to integrate without long-distance travel.
This geography turns an overfilled adventure list into choices. Pick one distant nature theme and leave the others for another itinerary.

Compare TLL fare, baggage, arrival time, car or tour, ferry where needed and the cancellation terms for weather-sensitive plans. The lowest complete trip—not the lowest flight alone—is the useful result.
