Denmark’s cheapest ticket depends on whether the trip faces Zealand or Jutland
Denmark brings together old towns, castles, design, cycling, restaurants, museums, Copenhagen Zoo, the national aquarium, Kronborg and Stevns Klint. Most of those named places point toward Copenhagen and Zealand, while a Jutland itinerary can favour Billund and a different ground-transport budget.
Compare CPH and BLL only after identifying the region. CPH has direct rail and metro integration; BLL relies more heavily on buses and road travel. A low Billund fare is not economical for a short Copenhagen museum trip, and the reverse can be true for central Jutland.

Split the country
Do not pay to cross Denmark merely because one airport fare was lower
Place Copenhagen, Kronborg and Stevns Klint in an eastern itinerary. Place Billund and wider Jutland travel in a western one. If both regions matter, test an open-jaw flight or a deliberate rail crossing rather than pretending the airport choice is neutral.
Include the final bus or train after landing. A late regional arrival can require a car or hotel even when the daytime timetable looks easy.
Free movement versus paid sights
Cycling and city walks can balance castle and museum admissions
Copenhagen’s public realm, harbour and neighbourhoods provide substantial value without stacking tickets. Cycling can reduce local transport only for travellers comfortable with the infrastructure. Hire locally unless carrying a personal bike is central to the holiday.
Kronborg, the zoo, aquarium and museums have separate pricing and calendars. Select the actual visits before judging a city card or package.
Cliff excursion
Stevns Klint can turn a cheap city flight into a car-hire day
Stevns Klint and Old Højerup Church lie outside central Copenhagen and require a regional plan. Public transport may work for a focused visit; a car helps combine several rural stops, but its rental and parking cost must be attached to the fare.
Check daylight and weather. A winter bargain may leave less useful outdoor time than expected.

Rank the ticket only after the east-or-west decision
Add baggage, airport transport, regional travel, any car day and accommodation. The result is a specific CPH-versus-BLL calculation rather than a national airfare promise.
